Tenant's rent had been reduced based on a finding that the foyer wall next to the kitchen was bulging and crumbling, the kitchen closet wall was peeling, the bedroom floor was water stained, the kitchen cabinet doors didn't close properly, and the medicine cabinet had chipped paint. An inspection showed that these conditions had been corrected.
