Complaint Not Specific Enough

Tenant complained of a reduction in building-wide services. He stated, among other things, that both doors in the rear of the lobby were locked, that gates were locked, and that a basement door was kept locked except for contractors and maintenance staff. The DRA ruled for tenant and reduced his rent. Landlord appealed, and argued that tenant's complaint was too vague. The DHCR ruled for landlord and dismissed the complaint; tenant's complaint wasn't specific enough.

Although tenant stated, and an inspection confirmed, that the doors and gates for the lobby and basement were routinely kept locked, the inspection report didn't indicate whether tenants could leave the building through the doors and gates using a push bar or gain access with a key.
