Tenant complained of a reduction in building-wide services, claiming that the ``hallway need painting.'' The DRA ruled for tenant and reduced his rent, based on inspection finding that the seventh floor hallway needed painting. Landlord appealed. The DHCR ruled for landlord and revoked the rent reduction. Tenant's complaint wasn't specific enough to put landlord on notice of the condition of the seventh floor hallway.
