Cleaning Inadequate

DOS issued a violation notice to landlord for not keeping the area in front of a building clean. Landlord claimed that his handyman swept four times per day. The ALJ ruled against landlord and fined him $50. Landlord appealed and lost, DOS found a lot of t-ash in front of the building at 12:30 p.m. Landlord claimed that the second sweeping of the day was done at noon. Given the amount of debris, landlord's four sweepings clearly weren't enough to keep the heavily trafficked area clean.
