City Destroys Fire-Damaged Building

Landlord sued the City of New York for negligent destruction of his building. The building had been destroyed by fire in 1986. Five years later, the city started an unsafe building proceeding because the remaining structure was hazardous. Landlord claimed that the city negligently didn't notify him of the impending destruction of his building. The court and appeals court ruled against landlord. The city had complied with the notice provisions in the unsafe building proceeding.
