Chipping Paint Isn't Minor Condition

Tenant complained of a reduction in services. The DRA ruled for tenant after an inspection found that tenant's dining room ceiling was leak-damaged, with water stains and chipping paint. Landlord appealed, claiming that this was a minor condition. The DHCR ruled against landlord. This wasn't a minor condition.
