Change in Garbage Area Is Minor

Tenants complained of a reduction in services because landlord changed access to the building's garbage container area from elevator access to stairs-only access. The DRA ruled against tenants. Tenants appealed and lost. This was a minor change in a service, which was made in 1993. No rent reduction was warranted.
