Cardboard Boxes on Sidewalk

DOS issued a violation notice to landlord for leaving cardboard boxes out at curbside on days when there was no trash collection. Landlord objected. The ALJ ruled against landlord and fined him $50. Landlord appealed, arguing that if DOS was claiming that he had violated recycling rules, its notice wasn't clear. ECB ruled against landlord. The violation notice properly cited an administrative code provision with penalties for failure to store receptacles.
