Building-Wide Services Not Addressed in Tenant's Complaint

Tenant complained of a reduction in services to his apartment. He claimed that his apartment intercom wasn't working properly. He also said that the front entry doors and first-floor door to the building didn't work properly. The DRA ruled against tenant and dismissed his complaint. Tenant appealed and lost. The DHCR's inspector found that tenant's intercom was working. And the first-floor and entry doors were building-wide services. So it was proper for the DRA not to address those issues because they concerned conditions outside tenant's apartment.
