Building Sold Before Violation Issued

DOS issued a violation notice to landlord for having a dirty sidewalk in front of its building. Landlord claimed that it no longer owned the building on the date the violation was issued. The ALJ ruled against landlord based on lack of proof. Landlord appealed and won. Landlord had submitted a certified copy of the building deed proving sale before the violation date.
