Building Kept Clean

Tenant complained of a reduction in services. He claimed that the new building super didn't live in the building. The DRA ruled against tenant. Tenant appealed and lost. The DHCR inspection showed that the building was kept clean. So there were no grounds for a rent reduction based on reduced janitorial services. If landlord was violating the law requiring a building super to live within 200 feet of the building, tenant could file a complaint with HPD.
