Building Illegally Altered as Loft Units

DOB issued a violation notice for illegally altering a building into residential loft units in violation of the Certificate of Occupancy. Landlord claimed that the building, containing residential loft units on three floors, was an interim multiple dwelling protected by the NYC Loft Law. The ALJ ruled against landlord and fined it $500. Landlord appealed and lost. Landlord hadn't registered the building with the Loft Board or taken any steps to legalize the building for safe residential use.
