Bicycles, Shoes, Strollers in Common Areas

Tenant complained of a reduction in building-wide services, claiming that janitorial services to the common areas weren't maintained. The DRA ruled for tenant and reduced her rent. Landlord appealed, claiming that bicycles, shoes, and strollers were left in the building's common areas by other tenants. The DHCR ruled against landlord. It was landlord's duty to keep these areas uncluttered and free of fire hazards.
