Bicycles, Shoes, Strollers in Common Areas

Landlord appealed, claiming that bicycles, shoes, and strollers were left in the building's common areas by other tenants. The DHCR ruled against landlord. It was landlord's duty to keep these areas uncluttered and free of fire hazards.
