Bathroom Conditions Weren't Minor

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord appealed and lost. Among other things, landlord claimed that the conditions tenant complained about were de minimis--that is, minor. But the DHCR's inspector found that the bathroom wall wasn't properly maintained. There was paint peeling off the ceramic wall tiles in the shower and off the window area, the ceramic soap dish, and toothbrush holder.
