Barbwire and Razor Wire Not Hazardous Condition

DOB issued a violation notice to landlord for allowing a dangerous condition to exist at its building. The inspector found barbwire and razor wire with sagging support cables installed along the borders of the backyard. Landlord claimed there was no hazardous condition. The ALJ ruled for landlord and dismissed the violation. DOB appealed and lost. DOB hadn't previously issued an order to landlord to correct a condition, and barbwire and razor wire in and of themselves aren't a hazardous condition.
