Backflow Prevention Device Qualifies as Major Capital Improvement

The DRA granted landlord's application for MCI rent hikes based on elevator upgrading and installation of a backflow prevention device. Tenants appealed and lost. Any elevator defects were fixed as the work was completed, and DOB signed off on the elevator upgrade. Tenants also complained that landlord didn't make a copy of the MCI application available at a management office that was near the building, but tenants alternatively could have reviewed the application at the DHCR's office.
