Architect Fees Don't Qualify

Landlord applied for MCI rent hikes based on a number of improvements. The DRA ruled for landlord in part, permitting increases for roof installation but disallowing any rent increase for architect's fees. Landlord appealed and lost. Generally the DHCR will permit MCI increases for certain documented engineering or architectural expenses directly related to an MCI that are necessary and customary. But landlord didn't prove architectural assistance was needed for roof replacement or for any of the other work performed at the building.
