Apartment Occupied by Former Landlord Not Covered

New landlord sued to evict tenant. Tenant was prior landlord. Tenant claimed that he was rent stabilized. The court ruled for new landlord. Tenant appealed and lost. When tenant owned the building and lived in the apartment, he paid no rent and registered the apartment with the DHCR as exempt from regulation. So tenant couldn't now claim that he was rent stabilized.
