Apartment Door Conditions Were Not De Minimis

Rent-stabilized tenant complained of a reduction in services based on several apartment conditions. The DRA ruled for tenant and reduced her rent. Landlord appealed and lost. Among other things, landlord argued that some conditions, including the apartment entry lock, were de minimis and didn't warrant a rent reduction. The DHCR ruled that the conditions found were beyond de minimis. At the time of DHCR inspection, there was evidence of leaks, stains, and water blisters that weren't repaired in a workmanlike manner as reported by landlord.

And the apartment entry door wasn't maintained. The DHCR's inspector found that the door didn't close properly, and there was a gap on the side of the door near the hinges.
