Aluminum Blinds Replaced with Plastic Ones

Tenant complained of a reduction in services because landlord replaced aluminum blinds in his apartment with ''lesser quality'' plastic ones. The DRA ruled against tenant, and tenant appealed. The DHCR again ruled against tenant. Landlord unquestionably replaced the blinds. The fact that the new ones were plastic instead of aluminum wasn't a reduction in services.
