Affidavit of Service Not Filed with ECB

DOB issued a violation notice to landlord. Landlord claimed that DOB had no affidavit of service of the violation notice. The ALJ ruled for landlord and dismissed the violation. DOB appealed, claiming it had filed an affidavit of service with ECB and that ECB had lost it. ECB ruled against DOB. DOB offered no proof that ECB had lost the affidavit.
