$8 Monthly Increase for Tenant-Installed Washing Machine

Landlord asked the DRA to increase rent-controlled tenant's rent based on tenant's installation of a washing machine. The DRA ruled for landlord and increased tenant's monthly rent by $2. Landlord appealed, arguing that the rent increase should be more. The DHCR allowed a $5-per-month increase for installation of a TV antenna or air conditioner, which had less effect on the building's operation than a washing machine. The DHCR agreed that a $2 increase was inadequate and ruled that the monthly rent increase should be $8.
