$110,000 Overcharge Finding Revoked

Rent-stabilized tenant complained of a rent overcharge. The DRA ruled for tenant and ordered landlord to refund $109,636, including triple damages. The DRA found that landlord defaulted and failed to submit a complete rent history. Landlord appealed, and the DHCR reopened the case. It appeared that landlord had submitted rent history records to the DRA, who should reconsider and rule on the merits of the overcharge claim.
